The purpose of this study was to review periodical changes and characteristics in landscape ordinance enactments in Japan which could be referred to as a future trend by the local autonomous entities in Korea.
Paradigms of environmental strategies and city planning including the institutionalization of landscape administrations have been influenced by the periodical themes which shifting from 「solving pollution problems」 in high economic and industrial development stage(1960s) to 「creating amenity(1970s)」 and to 「conserving global environment」, so called.
Role sharing of city planning from national government to large area local autonomous entity(prefecture) in 1968 and establishing of master plan system by basic local autonomous bodies(city, town, and district) in 1992 became backgrounds for landscape ordinance enactments and landscape administrative level system.
Also, it may be said that people participation oriented ordinances are more frequently appeared among the many types of landscape ordinance not only regulative type but guide plan type to be a distinctive feature.
