he discussions on self-revenue generating programs in local governments have been limited in their usefulness in terms of applying them to the real world. This study, therefore, aims at providing insights into the reasons and remedies of failure to achieve intended objectives at local level. The findings could be summarized as follows; First, there exists clear differences among projects due to their characteristics and methods by which revenues are generated. Second, this study finds out false assertions that have been traditionally accepted as true in the analysis of self-revenue generating programs.
