Now that we see the achievement of local government restructuring in United Kingdom, it is timely reasonable to review what makes the local goverments different from the other industrialized countries, for the purpose of knowing what are the characteristics of local government after the restructuring of local governmenbt issued from the early 1990s and of providing next time some insights on the nuts and bolts of local government roles.
So, in this paper, we start by trying to identify the meaning of local government in UK, in terms of their historical background of the establishment, of constitutional status and central-local relationship ; or, as is often the case in UK, we seem not to distinghish the term, stricto sensu, of local goverment and local administration. We then examine some of the key characteristics of UK local system. In fact, as the structural reform was prone to centrally-initiated reorganisation and restructuring in English, Scottish, Welsh local authorities., the restructuring resulted in witnessing a perceptible reduction in local discretion, in the ability of local councils either to decide for themselves to finance effectively services. The trend looks likely to continue.
But on second thought, we can detect a number of different potential directions of change with the creation of dominant form of unitary authorities on the basis of principles of 'enabling authority' and effectiveness. However, local government in Uk is always within the principle of ultra vires.
