As a complete system of local self-government is introduced in this country, the demand for better quality public services has rapidly increased among the residents. And the enlarged desire for consuming higher quality public services inevitably leads to the need of change in functional distribution between cental and local governments. Primary goal of this study is to contribute to improve the current functional distribution between central and local governments. To accomplish this goal, this paper summarizes six serious problems of the current functional distribution which have been most frequently quoted by scholars, and proposes some allopathic treatments to each problem. Six problems include i) lack of clear classification of functions ii) too large portion of central government delegated functions iii) financial burden of delegated functions iv) contraints of self-administration v) unclear jurisdictional demarcation between the National Assembly and local assembly vi) duplicated functional allocation. In conclusion, this paper suggests two things as longer-term treatments to the present problems. One is that general perception of central-local govenments relationship should be changed from viewing it competing each other to cooperating. The other is that efficiency as a most respected value in public administration should be viewed being available in an even decentralized administrative system.
