The conflicts between central and local governments in policy implementations have increased remarkably since local election june. 27. 1995. This paper offers suggetions for conflicts solution through officials' behaviors about the conflicts between central and local governments.
The first part surggests the concept, the patterns, and the factors of the conflicts between central and local governments. The second part makes officials' behaviors analysis. And in the third part of this paper, five suggestions for conflicts solution are made as follows:
1. Conversing from negative to positive behavior
2. Making channels for conflicts solution
