The concerns about the relationship between local council and the executives in Korea have been mainly concentrated on the institutional and legal authority. Even though the local councilors who had been elected for a term of four year wound up their service in 1995, there have been few empirical research materials for their political activities against the executive branch in session.
This study aims to analyze practical influences of the interpellation in local council. The problem to be investigated in this research is "What type of question and answer were addressed in Provice Council of Kangwon Do, and how did they vary with councilors' attributes?"
According to the result of the analysis, the findings are summarized in three points. First, The councilors addressed an interpellation with vigour, yet it was not enough to act as checks and balances on the executive branch. Second, the executives responded to the councilors' questions on negative lines. Third, the reciprocal influences between the local council and the executives varied with councilors' sex, age, occupation, political party affiliation.
The above result is closely associated with the fact that the chief executives was appointed by central goverment and the province council was dominated by specified political party.
