Since a new system of local autonomy was reinstated throughout Korea in 1995, local governments have been widely engaged in developing a variety of strategies for improving their self-governance. What is required for local governments to meet their citizens' demand is not simply an expansion in the scope or range of government action. Even more important have been a wide range of different ways of carrying out their objectives and activities.
The purpose of this article is to lay a foundation for developing public-private partnership, a new way of operating the local public sector to meet citizens' demand in a new era of local autonomy. It identifies various alternatives for public-private collaboration: contracting, franchising, coproduction, quid pro quos, public enterprise, the third sector, and so on. While each government can choose either from these alternatives or from among their endless variations and combinations, it needs to identify which alternatives are best at initiating, continuing, or expanding government activities under its own specific circumstances.
