In these times, the environments of local governments have been changed rapidly. One of the most important changes is the presense of localization.
However, local governments are still managed by the national minimum theory which is one of the centralization idea. Therefore, it is necessary to find out a new decentralization theory for localization.
For this purpose, this paper criticizes the national minimum theory, reviews the Japanese experiences for localization, and develops the local minimum theory as a new decentralization idea.
