The purpose of this study is to evaluate the contracting out of local public
services to the private sector. Because the contract out is one of the most
efficient arrangements to produce and provide local public services. One
problems that the local governments experienced in producing public services is
inefficiency. Since the end of 1997, the Korean local governments in IMF
situations, have tried to vitalize the business-oriented public services delivery
system as a way to reform public organizations and inefficiency. The local
governments prefer a strategy of contracting out to produce and provide better
services with lower costs in the public service area. This study attempts to
explore the management processes of producing and providing local government
sevices and to provide people with better understanding of the its practices.
Additionally, this study includes the cases of contracting out of public facilities
and services to private sectors in Chungcheongbuk-Do.
