The administrative guidance characterized as an informal and flexible policy
measure has the potential of forming mutual trust and developing a democratic
process of government administration through persuasion, mediation or
preliminary consultation with the residents. However past administrative guidance
was enforced with disregard for the law (transcending the law) due to a
command- and order-oriented administrative acclimation. Accordingly, this thesis
studies the plans to improve the irrational procedures through an analysis of
official documents related to administrative guidance.

As a result, the methods for establishing the guidance procedure are as follows:
Firstly, it is to improve the predictability of administrative guidance by making
public the standards of administrative guidance. Secondly, it is to gain prior
consent to induce the people to participate in the decision-making and execution
process of administrative guidance, as well as to block any possibilities of
corruption. Thirdly, it is to establish an objective evaluation system as well as a
relief device for damages due to any administrative guidance.
