The new government intends to achieve decentralization and balanced
development at the same time with equal emphasis. This approach seems to be
based on the assumption that the two are separable. However, this paper
emphasizes that the two imperatives are not separable but interrelated and thus
the current approach of the government is not desirable. Based on this premise,
this study proposes some strategies to achieve the two imperatives, such as
more formidable decentralization, differentated decentralization reflecting unequal
conditions across the localities, endogenous regional development,
strengthening local governance capability, etc. The basic tenet of these
suggestions can be summarized as the decentralization policy supplemented
with relevant concerns on equal development.
