Various local tax processing systems have been developed since 1992 for the purpose of achieving efficiency and promoting the trust of residents. Most of PC-based systems, however, suffer from the work overload of host computers and the subsequent system shutdown. This is because the PC-UNIX system demands too much from the host PC, while other dispersed PCs only act as dumb terminals.
As a desirable alternative to PC-UNIX configuration, the PC-LAN client-server system is proposed equipped with a database server and a communication controller. This configuration is expected to distribute workloads over dispersed client PCs. It is recommended that the conversion process be gradual and pilot-based, not abrupt.
