This article concerns what srategies and tasks are required for the advanced local autonomy of our city governments. In future each city has to aim at both the realization of grassroot democracy for the civil society of 21C and the administration of municipal government at the view of the business rationalization. For these, every city government has to administrate by the break-through thinking and to persue the new strategies and tasks as followings. Firstly, at the policy-making stage, city government must build the base of citizen involvement, and mark out the public domain newly and definitely. Secondly, at the policy-implementing stage, city government has to fully put the private sector and the energy of citizen participation to practical use, and operate the finanacial system efficiently. And thirdly, at the policy-evaluating stage, city government must manage the citizen's satisfaction on the public sevices, and continue the administrative.
