This study attempts to provide some indicators for regional human resource development(RHRD) in korea. While government evaluation under national human resource development(HRD) policy was considered for long time, local level examination was not implemented yet. this current article designs indicators to be basis for evaluation of performance of local government. It entails population, education, labor market and life education. each indicator was selected for the representation of critical fields. Traditionally the innovation of government focused on to develop some new technique and criteria but it is more important thing to provide the sound indicators for the useful evaluation system. Although the need for HRD had prevailed in Korea for long time, we are witness of the unchanged system. In spite of its desirability of RHRD, to develop system for real development of human resource in local area is not easy. Now I think it is necessary we have to prepare the way of RHRD by way of comparison with the nations which had overcame the difficulties. last, I'd like to say that RHRD itself is comprehensive practices. So before advance of institutionalized basis for HRD, RHRD can not go up anymore.
