The Korea Local Administration Review

As the local government system has been settled and developed, each local government is making efforts to be a highly competitive community by attempting innovative policy over all fields. However, our local governments are rather directed by a standardized guide of the central government than promote innovation in diversified forms under self-governing principles, thus customized innovative management to the level of innovation and environment of each local government is necessary. In this study, questionnaire was conducted on changes, resisting factors, and innovative management for civil servants of Chungcheongnamdo Province to find out problems for innovation of local administration and settle down and spread it. Based on the result of such an empirical analysis, it is expected that a foothold to establish policy reflecting the characteristics of each local government will be formed.
