The purpose of this study is to comparative analysis of Seoul youth allowance
work and Gyeongsangnam-do Nakdonggang work using M-M inter-governmental
conflict type theory. According to the analysis, level 1 macroscopic inter-governmental
conflict type of Seoul youth allowance work and Gyeongsangnam-do Nakdonggang
work was found to be a conflict between the central and the metropolitan area
targeting office authority. And as a result of the comparative analysis of the level
2 microscopic inter-governmental conflict type, in the case of the Seoul Youth
Allowance Work between the Ministry of Health and Welfare and the Seoul
Metropolitan Government, it changed from a strong conflict relationship at first
to a strong cooperative relationship at the end. On the other hand, in the case
of the Gyeongsangnam-do Nakdonggang Work between the Ministry of Land,
Transport and Maritime Affairs and Gyeongsangnam-do, it changed from weak
cooperative relationship to strong conflict relationship. Based on this, several
implications are as follows. First, the M-M inter-governmental conflict type theory
enhances the scalability of research compared to existing conflict theories. Second,
cooperative governance among stakeholders is more necessary. Third, when similar
policies are pursued in the future, policy tools in terms of comparison and
development are increasingly requested. Fourth, conflict management of compromise
type and cooperation type is more necessary. Fifth, the conflict between central
government and metropolitan local government over administrative authority is
increasing. Sixth, ultimately, the variables that determine the strong conflict relation
and strong cooperation relation are the utilization of the councils. Seventh, in the comparison of inter-governmental conflict type, the differences are found
to be the same in the macroscopic level but in the microscopic level. Eighth,
it constitutes the councils to avoid the worst case as move in the mid and late
term. Ninth, generally, it is possible to confirm once again that conflicts are more
common than cooperation when other affiliation. Tenth, policy outputs and
triggering mechanisms may overlap in each period.
