The aim of this study is to implement the Asset-Based Community Development (ABCD) model to determine a plan to rejuvenate the Residents’ Autonomy Board (the Board). The ABCD model emphasizes that every community has assets and that identifying and effectively utilizing the community’s asset characteristics is critical, with the community taking the initiative. The study classified the level of local assets analysis into the personal, network, and physical assets, and analyzed how these assets were discovered, linked, and utilized. Specifically, this study focused on successful cases of the Ildong Residents’ Autonomy Board in Sangnoksu-gu, Ansan-si, and Gyeonggi-do, during the COVID-19 pandemic by establishing a safety net. As a result, it was found that the Ansan Ildong Residents’ Autonomy Board actively discovered and comprehensively linked individual, network, and physical assets, in combination with various network organizations such as resident organizations, institutions, and schools, thus contributing to the activation of the Residents’ Autonomy Board. The study’s policy implications include the applicability of the ABCD model to community development, particularly as a methodology for revitalizing the Board. The study confirmed that the ABCD model can contribute to sustainable community development by focusing on the community’s internal capacity and is valuable as an educational tool to strengthen the capacity of community members.
