This study explores the determinants of social welfare budget for the elderly. This study uses a panel data set of Gyungnam over the period 2012-2020. There are various factors indeed have a impact on social welfare budget for the elderly, but the theoretical underpinnings for this relationship remain largely undeveloped. The empirical findings show that incremental factors have a positive effect on the welfare budget for the elderly. Financial independence, welfare budget for the elderly per capita in the previous year, local elections, and the proportion of recipients of basic living security for the elderly were found to have an effect on the welfare budget for the elderly. This study shows the phenomenon of incrementalism in the budget process in Gyungmam.
Therefore, First, conditions for community-based social welfare policies should be prepared. Second, the necessity of welfare projects for the elderly, the appropriateness of the scale of the project, and the expected effects should be reviewed in detail. Third, a system should be prepared so that the elderly in the same area can lead a uniform life through a welfare project demand survey reflecting regional characteristics.
