As the achievement of purpose and performance management in the public sector is emphasized, efficiency and productivity are also applied as the most important values in the field of culture and arts. However, it has limitation to evaluate and discuss the performance of administrative services only in on side of efficiency because culture and art are based on diversity and creativity. Therefore, this study aims to identify factors that affect job satisfaction and organizational commitment, focusing on the perceptions of Public Performing Arts Organizations in local government, and propose suggestions for strenghening organizational performance. As a result of the analysis, emotional exhaustion and low sense of personal accomplishment among job burnout have a negative impact on job satisfacion, and factors that negatively affect organizational commitment were dehumanization and low personal achievement. In addtion, hierarchical culture in organization has been shown to have a positive impact on job satisfaciton. Based on these research results, a method for strengthening organizatioanl performance is presented as follows. Organizational management measures should be put in place to prevent deterioration of job burnout, and it is necessary to create an organizational culture that reflects the job characteristics of the cultural artistic field. In addition, in order to enhance the value of exstence and social role as Public Performing Arsts Organizations, it is necessary to improve the organizational management system and support from local governments.
