The purpose of this study was to analyze six citizen participation systems (Petition, Citizen participation in the national budget plan, Citizen participatory budgeting system, Residents voting, Residents' request, National proposal) by developing and applying a model for analyzing and diagnosing the citizen participation systems by successive governments. To this end, it developed and applied the 3D visualization-based diagnosis model consisting of three axes, such as the scope of official participants, methods of communication and effects of the people in general, by synthesizing a previous study on the typology of citizen participation and Fung’s (2006) democratic cube model. The results of the analysis shows that the citizen participation systems were tangibly changed in the Rho Moohyeon, Park Geunhye and Moon Jaein administration: they were fully established by a law in the Rho Moohyeon administration; developed into substantially interactive participation in the Park Geunhye administration; and deeply advanced in a way that they were accompanied with substantially deliberate participation. The analysis model developed based on the findings is expected to be used to diagnose the quality of citizen participation systems and analyze institutional changes in the future.
