This study aims to explain the phenomenon of different strategies for using active labor market policies in terms of industrial structure. Combining the results of the analysis, it was found that the proportion of direct job creation strategy spending for income preservation increases in regions with relatively low added value and where the low-skilled, low-skilled personal service industry is developed. On the other hand, contrary to expectations, it was found that the development of the secondary industry increased the per capita expenditure of the employment retention strategy. Even if the secondary industry is developed, in areas where there are many foreign workers and non-regular workers who do not have high skilled skills, it is possible to take a strategy to maintain the employment status as much as possible through job placement and job matching rather than training. . As for the human capital development strategy, the influence of industrial structure as a determinant could not be confirmed. It can be inferred as the cause of the qualitative limitation that the human capital development strategy is limited to job training or simple manpower training for workers. In addition, since the central unit already deals with the training program centered on employment insurance, the correlation may not be confirmed in the active labor market policy of the local government, which has a residual nature.
