A Study on the Introduction and Applicaton of BSC in Local Government

In this study, we attempt to present practical ways of adopting and implementing Balanced Score-Card (BSC) and applying it to the local government in Korea. For this, we analyze the preconditions and considerations with regard to BSC adoption and implementation. As a result of this research, we found out some implications as followings. First of all, it is likely that there would be side-effects if we directly adopt U.S. model, such as, Charlotte city government. Rather than that, we'd better consider and gradually adopt Japanese model, such as, Himeiji City government. Second, it is important to match BSC with budgeting as well as to link the lower to the higher plan while setting up performance plan. Third, it is necessary that leaders in local government should be interested in adopting BSC and supporting management by performance. In addition, systematic BSC traing is required to improve expertise and capacity in the evaluation office. Finally, it is desirable to diffuse BSC to the whole local government in Korea after monitoring some trial city governments' performance.
