As industrial dense spaces have declined, and recently various attempts have been made to improve them. It is argued that regeneration is necessary from the perspective of the industrial ecosystem to improve the integrated industrial space in the city. Understanding the perception of internal members in urban regeneration is important for creating a regional industrial ecosystem. This study includes two research objectives. First, the concept of regional industrial ecosystem was applied to understand the phenomena of the urban regeneration project of a local government, and to explore existing internal members' perception of the project. Second, the direction of urban regeneration projects was presented from the perspective of industrial regeneration. According to the study, the more difference of industrial regeneration between local government projects and internal members’ perception, the more internal members distance themselves from the outcomes of urban regeneration projects through self-exclusion. Internal existing members were also found to have a ambivalent attitude toward the outcomes of industrial regeneration. This study suggests that local governments need to expand their consensus on the structure of the regional industrial ecosystem with internal existing members when promoting industrial regeneration projects.
