The purpose of this study is to analyze the government’s regulatory innovation policy and its performance on one of the representative projects, regulatory sandbox. The performance factors for promoting governmental regulatory innovation were set up as the establishment of legal and institutional infrastructure, social communication and agreement, and improvement of the regulatory innovation process, and 11 detailed performance factors were derived. And the performance factors of the regulatory sandbox consisted of the rationality of the support system, the efficiency of the administrative system, the attitude and expertise of the personnel in charge, the rational operation of the evaluation committee, and the validity of the support contents, and 23 detailed factors were derived. The companies in new industries were investigated on the importance and satisfaction of each regulatory innovation performance factor, and IPA analysis were conducted. As a result of the analysis, the companies positively evaluated the direction of the government's regulatory innovation, but it was necessary that it improve to communicate with traditional industries, additional amendments of related laws, establishment of a legal system foundation, and the expertise of selected evaluation committee members.
