The purpose of this study was to examine the relationships and cooperation between central and local governments in terms of the differences in how central and local government employees perceive such inter-governmental relationships. In this study, the factors affecting inter-governmental relationships and cooperation were central participation, fiscal relationships, and personnel exchange programs. Analysis showed that central participation, fiscal relationships, and personnel exchange programs can improve relationships and cooperation between central and local governments and that central and local government employees have different perceptions of inter-governmental relationships and cooperation. Thus, central participation, fiscal relationships, and personnel exchange programs should be strategically utilized to improve relationships and cooperation between central and local governments.
