The Korea Local Administration Review

The purpose of this study is to derive works that are desirable to transfer to local governments from Metropolitan City. First, the paper discusses the principle, standards and identification process for work distribution between the metropolitan city and local governments. Through surveys and interviews of the government officials and experts, then, the paper reviews various aspects of work distribution such as effectiveness, efficiency, and responsiveness to determine the works that are desirable to transfer to the local governments. Based on the results, we provide policy recommendations to enhance the effectiveness of work distribution between the higher and lower level governments.
