The purpose of this study was to present causes and alternatives to the inability of the Citizen Participatory Budgeting in each province. This study analyzed case studies of the Gyeonggi-province Citizen Participatory Budgeting. As a result of the analysis, it was found that the uncertainty in the allocation of governmental functions and the provision of expenditure responsibilities are systematically negatively influencing the Citizen Participatory Budgeting. In the administrative context, it was found that the budget department's cut-off stance and business departments' negative perceptions had an impact. The following alternatives were proposed as a way to develop the Citizen Participatory Budgeting. First, it should be improved to provide financial support to the basic local government only for the Citizen Participatory Budgeting. and the ambiguity between the division of province and primary government should be resolved. Second, the role of the province should be changed in the direction of supporting the Citizen Participatory Budgeting in the primary government. Third, Citizen Participatory Budgeting should be operated by the citizen-related department, not by the budget department, whose cut-off is dominant. Lastly, it is necessary to reorganize the ceiling system and provide incentives to induce active participation of business departments.
