The decrease in the rural population is expected to change the role and function of the rural central system. It is necessary to provide basic living services by reorganizing the proper housing system for rural areas. The purpose of this study was to develop a new metric index that could measure the centrality of rural centers suited to this situation and analyze the hierarchy of rural areas in Chungcheongbuk-do by utilizing GIS spatial analysis. The analysis result is intended to be used as a basis for judgment for drawing up policies for planning new rural centers and rear areas by analyzing the current situation and characteristics of rural areas in Chungcheongbuk-do.
The Chungcheongbuk-do rural settlement system was classified into four types. The first type consists of one region of the first tier, many regions of the second tier, and many regions of the rear tier, which were Boeun-gun, Okcheon-gun, and Yeongdong-gun. The second type consisted of one area of ​​the first tier and many areas behind it, and were Cheongju-si, Chungju-si, Jincheon-gun, Eumseong-gun, and Danyang-gun. The third type was Jecheon-si where there was one area of ​​the first tier, many areas of the second tier, but no background. The fourth type was Jeungpyeong-gun and Goesan-gun, which was characterized by one zone as the first layer and many areas behind it, with no second layer.
The policy implications should be to establish rural centers and background areas suitable for the new residential system due to population reduction to come up with policies suitable for the situation and conditions in areas where the functions and roles of basic living services change.
