This study examined the extent to which factors affected the adoption of the regulation regarding public employees with no fixed-term contract in the local government. Between December 2017 and July 2019, we observed the status about public employees institutions in all the local governments, and examined the variables which significantly affected the adoption of the regulation regarding public employees with no fixed-term contract. As a result, we found that about 72.5% of all the local governments adopted the regulation regarding public employees with no fixed-term contract during last two years. We also found that the adoption of the regulation regarding public employees with no fixed-term contract was positively influenced by ratio of the number of public employees with no fixed-term contract to the number of local civil servants. However, the political actors such as chief local government officer did not affect the adoption of the regulation regarding public employees with no fixed-term contract. These results will provide us with meaningful implications for effective management such as recruitment, service, compensation, and retirement for public employees with no fixed-term contract.
