A Study on the Performance Evaluation of the Urban-Rural Integration: Focused on the Integration Effect for 10 years of Wonju City

The purpose of this study is to analyze the effect of the reorganization of urban and rural integrative administrative district and provide political suggestion. This study attempted to analyse the degree of achieving the goal of urban-rural integration thus far implemented for about 10 years from 1994 to the preset and the effect of its operation with a focus on Wonju City. This study also attempted to divide the measurement indicator to analyse the effect of urban-rural integration into the domain of Efficiency, Democracy, Equity. The findings from the analysis are as follow: First, the Integration Effect for 10 years of Wonju City showed positive effect. The administrative organization of city hall after integration was simplified, but it can be seen that the financial domain continued to increase as can be seen in the financial change of the integrated city, which seems to be somewhat unreasonable to see as the result coming from the effect of integration. Second, the City-County Consolidations raised several problems. Particularly, rural residents showed a negative level of satisfaction with City-County Consolidations. Accordingly. to facilitate the reduction of administrative expenses intended by the urban and rural community, substantial simplification of administrative organization and personnel is required. And for the balanced development between urban and rural areas, the additional city plans should be considered.
