This study explored local governments’ compliance with the mandatory employment quota for the disabled for two years from 2016 through 2017, and conducted a set of comparative analyses among three types of local governments including si, gun, and gu. For this study, data was collected from e-local indicators in the Korean Statistical Information Service. In this study, a set of F-tests was employed as an analytical method for the comparison among three types of local governments’ level of compliance. Multiple regression analysis and logit regression analysis were employed to explore the variables associated with local governments’ employment rates of the handicapped and compliance rates with the mandatory employment quota for the disabled. Both the employment rate and the compliance rate of the gu type were higher than the other two types of local governments (gun and si). However, the si type showed the lowest employment rate, whereas the gun type revealed the lowest compliance rate. This also study showed that the prevalence rate for disabilities in local governments was associated with the two dependent variables of the employment rate and the compliance rate. The percentage of social expenditures against local governments’ budgets was related to the employment rates of the handicapped, but not to the compliance rate of the mandatory employment quota for the disabled. On the contrary, the fiscal self-reliance ratio was not associated with the employment rates of the handicapped, but was instead positively related to the compliance rate of the mandatory employment quota for the disabled.
