This study analyzed the differences in perception among local officials, who are the beneficiaries of the government officials and the system designers on various policies of local autonomy and decentralization. The purpose and research questions of this study are analyzed through analysis of the importance and performance analysis(IPA) in terms of importance and satisfaction (performance).
The data were collected through questionnaires of local residents and civil servants in Gyeonggi Province(2016) and Seoul Metropolitan City(2017), and it was analyzed through SPSS statistics program.
In this study, the analysis of the results showed the difference of satisfaction and importance between the two groups through the IPA analysis tool. As a result of the IPA analysis, the first policy that the government intends to concentrate on is the expansion of autonomous authority. In addition, issues such as strengthening self-governing right, central and regional cooperation meeting, expansion of autonomy planning authority, and local transfer of central administration authority are priorities as well. Nevertheless, the satisfaction level of civil servants and local residents is low thus, this is the first priority to concentrate.
The suggestion of the decentralization policy based on the analysis result of this study needs institutional complement to allow the problem of the local area possible as the general administration of finance - organization - works(policy). In particular, autonomous authority, self-governing authority, and self-governing authority can be transferred to the local government to deal with local affairs autonomously. Therefore, such autonomy should be given to local government first and foremost in terms of addressing and dealing with regional problems.
This research has limitations in which it is a causal relationship between the subjects of the research, the contents of the questionnaire and the results of the research. In order to solve this problem, it is necessary to expand the subject, diversify and segment the contents of the research, interviews, etc. are needed.
