With the rising number of female officials and the decrease in birth rate, the parental leave has become a prominent issue. Nevertheless, substitute labor has not been fully assured and parental leave has been upheld as a nominal system. The reason is that political efforts have focused on just establishing the parental leave system instead of securing substitute labor, which could guarantee the operation of the system. Therefore, the purpose of this paper is to take a look at the structure of the female workforce and the requisites that induce substitute labor caused by parental leave and to draw up a plan which could ensure substitute labor. This paper suggests three alternatives: first, a cause-oriented alternative to minimize requisites which induce substitute labor; second, an effect-oriented alternative as a relevant resolution for the occurrence of substitute labor; and finally, an efficient operation-oriented alternative to maximize the effect-oriented alternative.
