The legislative performance of the local council is closely related to its essential function. In this context, it is necessary to examine the effect of the combination of influence factors on the legislative performance of local councils. In particular, the legislative process of the local councils is affected by the political environment.
Considering Gyeonggido provincial council started the execution of the coalition in 2014 to clear ideological conflict among the major parties, the political environment would be stable after that. Thus, this study has two purposes: verification a combination of influence factors, comparing influence factors before and after the execution of the coalition. To accomplish these purpose of the study, we focused on ordinance bill of the 8th and 9th parliaments of Gyeonggido and used the fuzzy set two - step analysis method. As a result of the analysis, redistributive policy and the standing committee shows that it has a consistent influence on legislative performance. Moreover, it was found that the initiative of opposition lawmakers, who are in the majority of the party, functions as a major factor after the coalition. This result implies that the coalition failed to achieve its original purpose, although it was implemented as a means to overcome the divided government.
