Moon Jae-in is promoting local decentralization as a national task. In particular, it has strong willingness to implement policies on decentralization compared to the previous governments. Therefore, this study evaluates clearness, responsiveness and performance of decentralization tasks of the past governments and seeks strategies of decentralization policy of the present government.
The results of this study show as follows; First, the more the tasks of decentralization are near the definition of decentralization, the more the performance is high. Second, the more the tasks are responsive to the local governments, the more the performance is high. Third, the more the forces of decentralization are activated, the performance is high.
The good case with this perspective is Lee Myung-bak administration. Even though the Lee Myung-bak administration was judged to be somewhat lacking in terms of decentralization, it was more successful than other governments, such as the abolition of education councilors, the introduction of local income and consumption taxes, and the abolition of local administrative agencies.
