Based on Fernandez and Rainey study (2006), this study aims to investigate the impacts of job flexibility, organizational resources, and full-range leadership on the innovation of local governments. In particular, this study empirically examines the moderating effect of external-focus culture on the innovation of local governments. The analytical results on the model that does not include the external-focus culture shows that job flexibility and full-range leadership are statistically significant. On the moderating effect model, the result indicates that external-focus culture has statistically significant moderating effects on the relationship between job flexibility and full-range leadership and innovation. As a result, this study argues that local governments should need to understand the importance of job flexibility and full-range leadership as well as organizational culture, especially for external-focus culture, for their successful innovation.
