This study empirically analyzed the influencing factors of the actual performance of selected contracting-out for the efficiency of administration on garbage management services. The results of the panel regression analysis of this study are as follows. First, the ratio of consignment cost, metropolitan area, GRDP per capita, and the number of local public servants per 1,000 population have a positive impact on municipal waste throughput, but the per capita local tax burden has a negative effect. Second, the population density, apartment ratio, and per capita local tax burden have a positive effect on landfill incineration, but the number of local public officials per 1,000 population has a negative impact. Third, the ratio of consignment cost, whether metropolitan area, GRDP per capita, and number of local public officials per capita had a positive effect on recycling throughput, but per capita local tax burden had a negative effect. Based on the results of this empirical analysis, we derived some implication such as the introduction of the unit price per ton in cost accounting, the promotion of private competition, incentives at the central government level, and establishment of municipal waste management governance.
