The Korea Local Administration Review

This paper basically aims at examining how do the local fiscal character affect community well-being level of local residents. Fundermantly, we adopts literatures study to find the determinants of well-being before designing the
model. This study intends to find out the theoretical ground for local government fiscal character to enhance the satisfaction of residents in various fields such as environment, education etc. The findings are as follows: First, local government fiscal scale and public service can be essential factors for local well-being level. Secondly, though there can be some dissents, the self funding of local government itself is not the factor. it means local government may use diverse funds of central government for their residents’ well-being.
