A Study on the Influencing Factors on Resident Autonomy Performance

As resident autonomy council have been piloted in Eup, Myeon, Dong, and discussions about full introduction have been actively under way. However, unlike expectations, there have been many problems in the functioning and operation of residents autonomy council, and it is urgent to improve the institutional and administrative aspects and to operate them effectively. Based on this background, this study aims to analyze the success factors for the transition from resident autonomy committee to resident autonomy council in comprehensive perspective considering institutional, administrative, and operational aspects. Through this, factors affecting performance of resident autonomy committee is intended to be clarified and its institutional implication be deduced by surveying recognition of resident autonomy committee member of Bucheon City. As a result of the analysis, competency factor, autonomy norm factor, institutional factor was represented to exert a positive (+) influence on performance factor. Based on this, this study presents some policy suggestions. Through the competency reinforcement and appropriate education of resident autonomy committee member, must secure expertise of resident autonomy council expertise. In addition, it is necessary to establish the institutional design and built-up of resident autonomy governance centered on the resident autonomy council.
