The purpose of this study is to analyze the budget deliberation behaviors through the recognition of council members and budget officials in the case of Gyeonggi-do, which introduced political reforms by coalition politics; and to suggest a direction for improvement. Gyeonggi-do’s coalition politics budget is the core of the coalition government that is overcoming the exhaustive competition due to the conflict between the ruling and opposition parties and is being pursued for the purpose of efficient provincial government management through communication and cooperation. Nonetheless, problems such as political consensus without legislative and institutional realities, shareable budget trend exposed. Based on this background, this study aims to analyze of the budget deliberation behavior of Gyeonggi-do centered on the main factors of budget deliberation and suggest improvement alternatives. The results of the study suggest: 1) In order to reduce political influence on budget deliberation, it is necessary to change the perception and attitude of the council members. Institutional reforms can reduce political influence to a certain extent. However, considering that the final decision of the budget is made by human value judgment, change of perception must be supported. 2) In order to secure the stability and sustainability of budget deliberation, it is required to expand practical deliberation period, to regularize the decision-making committee, and to expand education, training and assistant agency to secure professionalism. 3) It is necessary to consider a virtuous cycle and gradual introduction in order to expect the full effect of the coalition politics budgets that can lead to the expansion of political influence.   □ Keywords: Budget deliberation, Economic or Political rationality, coalition politics
