It is very important to ensure the appropriate level of disaster management funds as the financial means of local governments that hold primary responsibility in the field of disaster and unpredictable nature of the disaster. However, it is pointed out that there are few local governments where the amount of the disaster management fund, which is the statutory fund, falls short of the standard amount. The purpose of this study is to identify the determinants affecting the accumulation rate of disaster management fund to understand the phenomenon that some local governments do not accumulate disaster management fund (below DMF) as legal standards. Socioeconomic determinants, political-administrative determinants, financial determinants and determinants-by-incrementalism were derived from preceding research literature, and statistical analysis was conducted from 2010 to 2014 using local governments' raw data.
The results of the analysis are as followings. First, it can be concluded that the local governments used much of the previous year's DMF, with the greater aging population, with the head of local government’s party same as central government (unified government) have positive relationship with accumulation rate of DMF. Second, the local governments with higher legal required amount, spent much of self-restoration fund in the previous year, with a congressman who wined over 3 times seem to have negative relationship with accumulation rate of DMF.
The results show that the correlation between the amount of self-restoration fund in the previous year and the amount of funds used in the previous year is inversely related because DMF can be used other than disaster recovery. This study also indirectly proved that the experienced congressmen have strong influence in the area of intergovernmental allocated resources such as grant-in-aids.
