Reinforcing the Relationship between the Local Government and Local NGOs: Focusing on the Case of Chungbuk NGOs for Women

The institutionalization of the concept “good-governance” has become a new trend in governance. According to the transition in regard to the role of governance and its interaction with civil society, the existing governance system is changing to a cooperative and decentralized system. Here, the most important prerequisite of ‘Good Governance’ is citizen participation. Revitalization of local NGOs as practical actors of participation can contribute directly to the maturity of civil society. When establishing the appropriate relationship between local governments and local NGOs, contrariwise, we can promote more participation of local citizens.
We have experienced a sharp increase in the number of women in the work force whose status and responsibilities have been upgraded. Although women have been emphasized as citizens, the number of women holding policy making positions in administration and management is still very small. Under this situation, more local NGOs should participate in the decision making process as experts or as representatives of their client group.
