Citizen participation is a dynamic social phenomenon involving various factors. This means that studying citizen participation needs a holistic approach examining relevant factors and their relationships. This study applies the system dynamics method with dynamic and circulating feedback loops. In analyzing factors of citizen participation, current research has focused on the supplier's viewpoint, but this study approaches from the participant's side. Based on a process theory, it extracts variables from two different processes, the citizen participation process and the motivation process. These variables are used to analyze the motivation of citizen participation using dynamic and circulating feedback loops. The result of this study suggests a dynamics model about the citizen participation process and gives local governments policy implications that they could plan different strategies to motivate citizen participation under their different circumstances.
