Information Network Village Project has been managed for about 16 yearssince 2001 with the purpose to promote regional development through solvingregional information gap and to approach freely and use information andcommunication for all citizens. As time passed, related researches wereaccumulated a lot quantitatively and in particular, more diverse and in-depthresearches are conducted through a case study recently. However, there are 35Appointment Cancellation Villages currently and there is no research focused onfailure cases even though every project in these villages was not successful.Consequently, this study identified the factors which affect the outcomes ofInformation Network Village and analyzed how these factors were influenced onactual projects in the villages with appointment cancellation. Findings are asfollows. First, Social Capital which raises insufficient capacity of the public andthe private and its support level has brought different results depending on thecharacteristics of each village. Second, possession of resource in the village isa necessary condition not a sufficient condition on operating successful villageprojects. Third, existing other rural village development project besides thisproject has an advantage to make human and materiel resources affluent but ithas a high possibility to bring unprecedented conflicts such as impossibility ofindex sharing and competition between projects and so on. Fourth, a localgovernment tends to invest and support preferentially on the village with having
a certain level of base depending on performance competition with other localgovernments.With this study, positive factors for the results of Information NetworkVillage Project have different impacts in every village and it affects as asuccess factor and a failure factor on every project.
