The Korea Local Administration Review

This study examines a public conflict mediation in Uljin Gun. The localpeople of Uljin Gun were surrounded by nuclear power plants and transmissionlines for last three decades. They insisted that they were eligible to move tosomewhere else all together in 2013. The local people, Korea Hydro & NuclearPower Co., Ltd, Korea Electric Power Corporation, Ministry of Trade, Industryand Energy, and Uljin Gun negotiated; However, they discussed only launchinga research to verify the eligibility of the moving. Through twelve facilitativemediation meetings, all the parties agreed to improve the quality of life of thepeople, and to try to modify the law that made the moving impossible. Thisstudy has a framework of three steps: Understanding mediation, assessing thesituation, and reaching agreement. It was found that most of the interests ofthe parties were considered through the meetings and BATNA was important inmultiparty mediation. Analysis of the communication showed that there weretwo times of one-way communication and no explicit agreement in thenegotiation. On the other hand, there were seven explicit agreement in themediation. It was found that mediation may be more effective than negotiationin multiparty public conflict.
