Regional development is based on ‘the practice oriented knowledge’,thereby satisfying positive analysis on spatial phenomena and value judgementon that. In other words, regional development lies on weighing ‘the value’ inthe changing spectrum of human settlement. Therefore, the value judgementmay vary depending on the view points about what should be done in humansettlement practice. In this context, this study aims at reviewing the change ofregional development paradigm. Regional development paradigm is defined asthe viewpoint on the judgement of spatial phenomena, in other words humansettlement. This study analyzes regional development paradigm into two parts;one is about the contents of regional development, the other is about changingprocess of regional development. For this purpose, this article defines themeaning of regional development, examines the boundary between public sectorand private one to promote regional development, studies the change of regionaldevelopment paradigm by reviewing several key issues for regional policy. Thisstudy can contribute to formulating regional development policies.
