This study aims to explore the possibility of welfare and labor integrationissues and provides solutions for the problems which are currently confrontingthe senior job programs. For this, the study analyses the characteristics ofsenior manpower, welfare to work, and the foreign case for clarifying thewelfare and labor integration through a review of research and case study. Asthe result of the study, firstly, labor mobilization should be pursued to satisfywelfare and labor at the same time because senior labor has the characteristicsof welfare and labor together. Secondly, if the labor is paid in the labor market,integration of welfare and labor is causing a conflict in spite of the mostvulnerable senior workers. Thirdly, a silver manpower center shows variableintegration of welfare and labor even though it is strengthening labor thanwelfare in the process of integration. In conclusion, this study suggests thatsenior job programs need to continue to seek integration as it attempts tointegrate various forms of welfare and labor.
