The Korea Local Administration Review

The purpose of the study is to find problems and their causes in thecooperative efforts made between public authorities at the level of provincialgovernments, which are providing multi-cultural family programs, and tosuggest solutions. The locational scope of the study is Chunhgcheong Namdoand the subjects are the provincial government, local police department, officeof education, immigration service , Nonghyup etc.. The causes makingcooperative efforts difficult among the public authorities are the self-sufficientfragmented structure of the multi-cultural service delivery system, lack ofsharing goals, information and communication among the authorities, separateevaluation system of each authority without incentives for cooperative efforts,lack of control tower among authorities. Fortunately, many authorities have amind to cooperate each other, but the self-sufficient separate structure is themain constraint on the cooperation among authorities.
