This research analysed interactive relationships among stakeholder in citizenautonomy by using The Triple Helix Model in order to find the characteristicsof interactions and policy implications. Through pilot research, it identified threehelices such as local community committee, local officials and local socialorganizations. The notions of conflicts and interdependences were used as ananalytic concept to capture tensions involved in Triple Helix relations. Twolocal areas within a lower-level local government of Gyeonggi-do Provincewere selected for case study.Analysing of the empirical study reveals significant findings: first, somefactors bringing about conflicts and interdependences were found in theinteractive relationships among stakeholder; second, there were somedifferences in the characteristics of interactive relationships between Dong andMyeon within a local autonomy; third, in the case area, hybrid organisationsThe Triple Helix Model introduced were found; four, the driving and bindingforces that make the three helices continuously interact is devoted effort ofCitizen Committeman to their societies.
