The Korea Local Administration Review

This article investigates the realities and problems of institutionalizing the wage peaksystem in local public corporation in Korea through surveying the awareness of theemployees. We made a survey of the introduction and operation of wage peak system,including the purpose, proposer, pros and cons, to personnel manager of local publicenterprises and employees, respectively. The survey shows that only three of 58 localpublic corporations responding the survey have introduced and the rest have recognizedthe inevitablility of the wage peak system. In light of the results, we suggest somerecommendations, including PR and education on wage peak system, guiding manuals,policy incentives such as job consulting, administrative and financial support by thegovernment, performance review for introduction of wage peak system, etc.
